About the vacancy
Within the Harbour Limits of Caernarfon Harbour Trust located on the beautiful Menai Strait, Caernarfon Harbour Trust manages and operates the Victoria Dock on behalf of its owners Gwynedd Council. The Dock and their facilities are central to this popular, vibrant waterway. Generally accommodating a significant number of leisure vessels. The Dock is a pontoon basin with 100 permanent berths and capacity for roughly 20 visiting vessels. Caernarfon Harbour Trust seeks to employ a fulltime Dock Master.
Salary
£27,450 – £29,741 with generous leave entitlement.
The applicant
The successful applicant will be required to manage the full operation of the Dock and occasionally deputise for the Harbour Master for the general operations of all of the Authority’s undertakings.
Ensuring the safety of navigation, conservancy, security etc. Including ongoing maintenance, certification and compliance with all statutory legal requirements. You will be required to manage a customer focused service to an exemplary standard.
To fulfil this prestigious, diverse and rewarding role we are seeking candidates with the relevant qualities, maritime qualifications and experience, commitment and enthusiasm to manage day to day Dock operations.
The ability to communicate fluently both verbally and written in both Welsh and English is very desirable.
The applicant will need to computer literate with the ability to managed Documents, Spreadsheets and emails comfortably.
The successful candidate will need to hold to a minimum a valid certification RYA advanced powerboat. The option to attain relative qualifications will be afforded to the successful candidate if appropriate.
The applicant will be required to be available as tide and weather dictate.

Under the direction of the Harbour Master/Assistant Harbour Master the successful applicant will undertake a broad range of day-to-day harbour operations to assist in delivering harbour services. This will include working aboard the harbour buoy tender as crew and skippering harbour launches as required throughout the harbour limits. A high level of customer service is essential as the applicant will interact daily with Harbour users.

PWC and Powerboat Registration Scheme

Dear Harbour Users,
During the 2020/21 season Caernarfon Harbour Trust faced a significant increase in communication from users regarding the safety of navigation and naturally calls for action regarding the manner of navigating vessel within the Harbour Limits.
The Trustees of Caernarfon Harbour Trust following the recommendation by our Marine Advisory Committee have committed to overall improvements to the management of navigation throughout the Harbour Limits. A key measure in this commitment is to implement this new registration system.
I would like to inform you that Caernarfon Harbour Trust is implementing a Power Vessel registration system during this season. 2021/22. This will align YHCHT with both Gwynedd Council and Anglesey Council’s existing registration system.
To authorise power vessels to navigate within the Harbour Limits, all day launching vessels will be required to register with either YHCHT, Gwynedd Council or Anglesey Council and display the appropriate registration permits. The appropriate registration permits must be displayed in a visible position on the port and starboard side of the vessel above the waterline. Unfortunately at this stage we are not able to accept vessels registered by Conwy Council as their registration stickers are not deemed adequate to assist in identifying vessels at a distance.
We consider this a positive step in the right direction and builds upon the successes Gwynedd Councils original registration initiative has offered. We would ask that all operators and individuals assist in making this system effective. Once this system is fully operational, effectively almost all public launching sites in North Wales will operate cooperatively with this registration system by ensuring that all PWC and Powerboats that launch on daily basis will display large identifiable and traceable registration numbers.
The forms are available on our website for individuals to download and complete. Please return the completed form to Caernarfon Harbour Trust, Harbour Office, Manton, St Helens Road, Caernarfon, Gwynedd, LL55 2PF. Once the form is returned an invoice will be issued by email and upon the balance being settled in full the permits will be released by post. (Dependant on Covid 19 regulations it may become possible to register on the day at our Office). Alternatively please complete and return the registration form along with a cheque for £35 payable to Caernarfon Harbour Trust.
The fee for registering the vessels will be £35 per registration.

Public Consultation on Speed Control Zones
Marine Advisory Committee – Open Meeting
Users of the Menai Strait are invited to attend an open meeting of the Marine Advisory Committee and give their opinion on speed control zones in the Strait.
The meeting will be held via Zoom at from 10:00 till 11:30 on Wednesday November 18th.

The Marine Advisory Committee provide guidance to Caernarfon Harbour Trust on all matters substantially affecting the management, maintenance, improvement, conservation, protection or regulation of Caernarfon Harbour, which covers the waters from Caernarfon Bar through the Menai Strait to the Menai Bridge.
Due to the perceived increase in traffic density in recent years there have been an increasing number of complaints about power driven vessels. The Marine Advisory Committee would like to hear the views of users of the Menai Strait so that they can provide balanced guidance to the Trust.

Mark Shackleton
It is with great sadness that we lost our much loved and respected Dock Master, Mark.
Mark Shackleton our Dock Master sadly passed away on Saturday the 22nd of August 2020. It’s hard to put into words how highly regarded and respected Mark was by all.
Mark was loved by all that met him and those that worked alongside him. Always bringing joy and happiness with his unique sense of humour. Mark loved his position as Dock Master and the relationships he built during his time with us. Although Mark is not with us anymore, the fond memories we all hold of him will remain firmly in our hearts and minds.
Our thoughts are with his family.

The Trustees of Caernarfon Harbour Trust feel the right thing to do in response to the global pandemic is to make decisive and proactive decisions that provide clarity for all as we move forward. We are very mindful that this is a difficult time for us all. We want to demonstrate loyalty and support to you, our customers. We want to assure you that we are undertaking regular inspections and will take any action needed to safeguard your vessels. If there are any issues that require us to visit your vessel please do not hesitate to contact the Harbour Master.
Car Park Annual Contracts.
Customers that are currently able to make use of the Permit.
If you have paid in full, we thank you for your custom.
If you require your parking permit we are offering an option for part payment of 50% to issue your permit. The full balance can be settled before the 1st of September this year.
Customers that are currently NOT able to make use of the permit.
Please contact us with a little notice when you are able to use your permit and we will pro-rata your invoice to the nearest month for the remaining season. We are also offering a part payment option of 50% to issue your permit. The full balance can be settled before the 1st of September.

For vessels currently moored
As we have applied a restriction on the access to our mooring until further notice. We will apply a 40% per month discount on next year’s mooring fee (excluding Harbour Dues) for each month that this restriction remains in force.
For vessels not yet moored
We will offer customers not currently able to moor within the Harbour Limits the option to cancel their mooring application entirely for the 2020/21 season. When this restriction is lifted, we will happily allocate a mooring from the available moorings. We will also pro-rata the mooring fee portion of the invoice from the date of the new application. We will however not be able to apply any discount to future mooring fees and the full annual Harbour Dues amount will be applied. We will endeavour to keep your mooring available, but unfortunately, no absolute guarantee can be given.
We will also offer those customers that still wish to moor as soon as they are able to do so, the option to be invoiced for the full year’s Harbour dues and a pro-rata invoice from the time the restriction is lifted until the end of the season. We will assure each customer that chooses this option that their allocated mooring will remain the same. We will also apply a 40% discount on next year’s mooring fee (excluding Harbour Dues) for each month that this restriction remains in force.
Vessels still stored on the Hard on Cei Llechi.
We will cancel your mooring application and leave you on the storage ashore rate until this restriction is lifted. Once lifted and the vessels are launched we will then pro-rata the mooring fee and Harbour dues for the remaining season. For the vessels that intend to take a mooring with us next year, we will also apply a 40% per month discount (based on the storage ashore rates) on next year’s mooring fees for each month that this restriction remains in force.
Private moorings

A vessel not yet moored
We will apply the minimum charge only. Mooring License and minimum charge of 5 metres Harbour Dues. We will also apply a 40% per month discount on next year’s mooring fees for each month that the restriction remains in force.
If the mooring is not in the water.
We will agree with customers who do not currently have a Private Mooring laid within the Harbour to cancel their agreement. However, when the situation arises where this restriction is lifted. We will happily allocate a Private mooring licence. We will also pro-rata the invoice from the date of the new application. We will however not be able to apply any discount to the Private mooring Licence fee or to future mooring fees.
Dock Victoria
Following confirmation from Gwynedd Council regarding the application of this year’s berthing fees, I am very pleased to be able to confirm that Gwynedd Council Cabinet has authorised a 30% reduction in the annual Berthing Fee. We will be working on providing each of you with a credit note for the respective amount over the next week or so.
For those of you who have already paid in full and those who are intending to in the next few days we want to once again thank you for your support. As a general approach we plan to assume that each of you are happy for the credit note to be applied to your account. Effectively applying the discount to your next seasons invoice. Of course we are fully aware that this might not be your preferred choice, and given the circumstances we feel it is quite correct that the choice is yours. If you would like a refund for the respective amount then please do not hesitate to make contact through dm@caernarfonharbour.org.uk.
We will also maintain the extension of terms of payments on all invoices to until the 1st of September 2020.
We fully appreciate the support and patience that the Berth Holders and the Victoria Dock Berth Holders Association have shown and would like to thank you greatly.
Invoices
For those who have paid already, we appreciate your support. We would like to encourage all that are able to pay early to please do so. However, we appreciate that not everyone will be in a position to pay within the normal 30 days terms. To help as many of our customers as we can, we are extending the terms of payments on all invoices to until the 1st of September 2020.
To assist in administering the application of these changes. Please can you make contact to update us of your individual situation. We will then progress to apply these changes to our system. If we do not receive any communication from you before the 14th of May we will assume that you wish to proceed with your original application.

Statement regarding access.
In line with Welsh Government’s change to Covid 19 regulations that came into force on the 1st of June 2020, YHCHT is publishing the following advice to our Harbour users.
The change in regulation now permits access and use of vessels for recreational use as an outdoor activity. At this review, there was also a change in travel regulation.
The effective meaning behind the change in regulation is that locals can access their vessels if they are within the travel restriction. The travel restriction also applies to the navigation of your vessel.
From the date of this notice, the restriction on accessing vessels and the Harbour limits are removed. However please be reminded that there is still a significant risk within the UK and measures to ensure a Covid safe return are needed.
The overriding national control measures are still vital in fighting this virus. Please ensure you adhere to these at all times.
This is a positive step towards some sense of normality but comes with challenges to YHCHT. With this in mind, we respectfully request that you bear with us and allow us reasonable time to ensure we are able to resume operations in a safe and appropriate manner. To administer this. YHCHT offers the following information that relates specifically to the different situations across the Harbour limits.
Navigation.
There is no specific restriction on Navigation with reference to Covid 19 as has been the case throughout.
We have maintained our usual provision of Aids to Navigation throughout. An updated channel chart is available on our website.

Vessels Moored in the River Seiont.
Harbour Users are able to access and use their vessels from the date of this notice. Please consider that the Aber bridge is not operating in the usual way. At the time of producing this statement, the bridge is only being opened by request only. I will be discussing options moving forward with Gwynedd Council and hope we can return to normal access for vessels shortly.
Vessels Moored on YHCHT owned moorings in Y Felinheli and Rowen bay.
Due to the Harbour team being furloughed YHCHT has not been in a position to maintain the moorings. At present we are not able to allow the use of these moorings. We are working on mobilising a team to undertake the inspection and maintenance as soon as possible. Please consider that there are some inherent difficulties in undertaking this task, such as favourable tides and weather, the availability of a diving team along with the un-furloughing process of our team members and of course the time to undertake the task itself. Generally, this is five tides.
We envisage that during the time between this review and the next we will undertake the inspection and maintenance.
Options for vessels that are able to gain access within the reviewed guidelines are to make contact with the Harbour Office before you launch. We will endeavour to accommodate you where we can.
Berth Holders in Doc Fictoria
At present, there is no change for users as YHCHT manage the Dock on behalf of Gwynedd Council. Currently, no authorisation has been granted by Gwynedd Council that would enable YHCHT to amend the restriction. We are assured that Gwynedd Council is ensuring they are fully compliant with regulations before they are able to offer such authorisation.
Private Moorings
Access is now permitted. Please ensure that your mooring is in a suitable condition to provide a secure mooring for your vessel. Unfortunately, YHCHT is not able to offer any inspection or maintenance service at present. Please make contact with the Harbour Master to discuss options.
Vessels stored on the Hard Cei Llechi
Access to the compound is no longer restricted.
We intend to launch your vessels as soon as possible. Although in this scenario there are some difficulties with regards to owners being present given that a number of owners are not able to travel due to regulations. I will be making contact with you all to discuss possible options shortly.
Dinghy Store
Access is no longer restricted. Please be mindful that this will be a shared space where many may come into contact with the same doors, handles and locks. Social distancing will also be a key measure. This would mean one in and one out. please allow space for users to access and egress safely.
General considerations
At this stage, we are not endorsing any overnighting on board vessels within the Harbour limits. We hope this will be considered in the next review.
Please ensure your vessels are in a seaworthy condition, and that no unnecessary risks are taken. Although the return to boating is welcomed by the boating fraternity it may not be viewed that way from the outside. Incidents need to be kept to an absolute minimum.
All of our emergency services will be facing difficulties in delivering their respective services. We have a responsibility to play our part in assisting them.
YHCHT requests that everyone that uses the Harbour Facilities do so with the utmost respect for the fight against Covid 19. We have implemented a hygiene regime and will continue to do our best to ensure a Covid safe Harbour. Door handles locks, handrails and common usage items will be regularly sanitised.
However, it will not be possible to cover every eventuality so we ask that you take the necessary precautions to keep yourself and others safe. We recommend you follow all governmental advice above all and any other advice.

We will also offer those customers that still wish to moor as soon as they are able to do so, the option to be invoiced for the full year’s Harbour dues and a pro-rata invoice from the time the restriction is lifted until the end of the season. We will assure each customer that chooses this option that their allocated mooring will remain the same. We will also apply a 40% discount on next year’s mooring fee (excluding Harbour Dues) for each month that this restriction remains in force.
Vessels still stored on the Hard on Cei Llechi.
We will cancel your mooring application and leave you on the storage ashore rate until this restriction is lifted. Once lifted and the vessels are launched we will then pro-rata the mooring fee and Harbour dues for the remaining season. For the vessels that intend to take a mooring with us next year, we will also apply a 40% per month discount (based on the storage ashore rates) on next year’s mooring fees for each month that this restriction remains in force.

We will apply a 40% per month discount on next year’s Mooring Fees for each month that this restriction remains in force.
A vessel not yet moored
We will apply the minimum charge only. Mooring License and minimum charge of 5 metres Harbour Dues. We will also apply a 40% per month discount on next year’s mooring fees for each month that the restriction remains in force.
If the mooring is not in the water.
We will agree with customers who do not currently have a Private Mooring laid within the Harbour to cancel their agreement. However, when the situation arises where this restriction is lifted. We will happily allocate a Private mooring licence. We will also pro-rata the invoice from the date of the new application. We will however not be able to apply any discount to the Private mooring Licence fee or to future mooring fees.
Dock Victoria
We are awaiting confirmation from Gwynedd Council regarding the application of this year’s berthing fees. To assist we are extending the terms of payments on all invoices to until the 1st of September 2020.

For those who have paid already, we appreciate your support. We would like to encourage all that are able to pay early to please do so. However, we appreciate that not everyone will be in a position to pay within the normal 30 days terms. To help as many of our customers as we can, we are extending the terms of payments on all invoices to until the 1st of September 2020.
To assist in administering the application of these changes. Please can you make contact to update us of your individual situation? We will then progress to apply these changes to our system. If we do not receive any communication from you before the 14th of May we will assume that you wish to proceed with your original application.
Coronavirus
Dear Harbour Users.
Given the developing national situation and following the Prime Ministers announcement on the 23/03/2020 we are issuing the following notice:
As the movement surrounding pleasure vessels would be designated as non-essential, Ymddiriedolaeth Harbwr Caernarfon Harbour Trust (YHCHT) are now putting this mandate into action. Access to all Moorings and Berths within the Harbour limits is now prohibited. Access points have been locked, and will remain locked until further notice.
The Yacht compound will also be locked accordingly.
The Harbour team will remain available, but we will not be available to members of the public or harbour users to contact directly. We will, whilst possible or permitted, undertake regular inspections and of course endeavour to safeguard what we can.
The Dock Master’s office will not be manned until further notice.
To date the Harbour Office will be manned and routine enquires can still made through the usual telephone number and email addresses.

I appreciate that this will be a difficult task to administer. However we are committed to doing our part in the preservation of life and respectfully request that we all do the same by limiting our movements to essential only.
With the new season just about to start, I am sure there will be a lot of difficult thoughts regarding the future use of your pride and joy. There will be more updates as things develop, now is a time of pulling together in a unified approach to tackle this threat.
Difficult decisions and difficult measures are nationally required to protect lives. When our own life, the life of our friends, family and colleges are on one end of the balance these decisions become much easier to make.
